The presumption in favour of sustainable development under paragraph 11(d)(ii) of the Framework does not apply because policies protecting National Landscapes provide a strong reason for refusal; the harm to the High Weald National Landscape outweighs the limited benefits of housing delivery and economic contribution from a single dwelling.
