What decided it
The combination of inadequate living conditions for the occupier (single-aspect dwelling with compromised outlook, no external amenity space, and reliance on one-way glazing) and the failure to secure the car-free parking restriction through a planning obligation meant the proposal could not be considered sustainable development under the Framework.
The modest benefits of housing supply and reuse of a vacant building in a sustainable location were significantly and demonstrably outweighed by the adverse impacts of inadequate living conditions and failure to secure the car-free scheme, assessed against the policies in the Framework taken as a whole.
