The limited benefits of housing delivery and one additional dwelling were substantially outweighed by the substantial harm to character and appearance due to the effect on protected trees, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework policies as a whole, and the presumption in favour of sustainable development did not apply.
