What decided it
The loss of a family-sized dwelling contrary to development plan priorities, combined with inadequately justified parking and access arrangements, outweighed the benefits of housing delivery in circumstances where the proposal would not address the identified need for larger family homes.
The significant under-delivery of housing and the proposal's contribution to housing numbers were given moderate weight, but were significantly and demonstrably outweighed by the harms to housing mix (loss of family-sized dwelling), sustainable transport, and safe access design, such that the presumption in favour of sustainable development did not apply.
