What decided it
The loss of a family-sized dwelling contrary to the identified housing needs of the Borough and Policy LP5, with limited offsetting benefits, meant the adverse impacts significantly and demonstrably outweighed the benefits under the tilted balance.
The limited benefits of providing a HMO in a sustainable location with access to services were substantially outweighed by the substantial harm of losing a family-sized dwelling that fails to meet the prioritised housing needs of the Borough, such that the presumption in favour of sustainable development did not apply.
