What decided it
The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance under paragraph 11(d) of the Framework, and the significant weight afforded to housing delivery outweighed the limited weight given to the conflict with out-of-date development plan policies and the very modest landscape harm.
The significant social benefit of providing one three-bedroomed family dwelling and economic advantages from construction and occupation, together with the limited harm to landscape character and limited weight given to conflicts with out-of-date development plan policies, outweighed the adverse impacts when assessed against the Framework as a whole under the tilted balance.
