The replacement uPVC windows and fascia boards would result in an unjustified loss of historic fabric and introduce unsympathetic modern materials that would be visually prominent and erode the architectural interest of the appeal property, causing less than substantial but considerable harm to the conservation area that is not outweighed by the modest private and public benefits.
