What decided it
The Council's inability to demonstrate a 5-year supply of deliverable housing sites (only 2.78 years) triggered the tilted balance under NPPF paragraph 11(d), and the significant benefits of housing delivery, including affordable housing provision, outweighed the moderate harm to biodiversity from the lack of a 20m buffer zone.
The conflict with Policy EM4 on biodiversity (moderate weight against) and loss of greenfield site (limited weight against) were outweighed by the significant benefits of housing delivery in a context of substantial undersupply and the provision of three affordable homes, applying the tilted balance under NPPF paragraph 11(d).
