Main issues, as the Inspector framed them
- the effect of the proposal on the character and appearance of the area
- highway and pedestrian safety including its effect on the deliverability of The City Centre Development Delivery Plan (2023)
What decided it
The substantial width of the pavement and positioning of the hub between existing trees would allow pedestrians to pass freely without unacceptable obstruction, and the removal of the existing payphone as a condition would prevent net increase in street clutter.
