The proposal would result in substantial harm to the appeal dwelling as a Non-Designated Heritage Asset and less than substantial harm to the Castelnau Conservation Area through its bulky, incongruous form and loss of the original spatial separation between the main house and coach house, which outweighs the private benefit of increased living space.
