The loss of a 4+ bed family dwelling, which the development plan specifically seeks to protect, combined with the failure to provide acceptable living conditions for all occupiers, significantly and demonstrably outweighed the benefits of housing delivery even in the context of a shortfall in 5-year housing land supply.
The benefits of housing delivery and broadening housing choice were limited and attracted limited weight, while the loss of a 4+ bed dwelling specifically protected by the development plan and the significant harm to living conditions for both future occupiers and neighbours substantially outweighed these benefits, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole.
