What decided it

The uPVC windows, being located at the rear of the building and set within a context of existing uPVC windows on neighbouring buildings and unsympathetic alterations already present, preserve the character and appearance of the Pimlico Conservation Area and do not harm the settings of the adjacent conservation areas or the listed building.
