What decided it
The site is not in a sustainable location because pedestrian access to services and amenities would require walking along unlit stretches of carriageway with no pavements and/or public footpaths, meaning future residents would be reliant on private cars, contrary to paragraph 155(c) of the Framework.
The substantial weight given to the provision of market and affordable housing in an area with significant housing land supply deficit was outweighed by the substantial weight given to the harm to the Green Belt through inappropriateness and loss of openness, with no other considerations clearly outweighing the Green Belt harm.
