What decided it

The evidence of rigorous and prolonged marketing of the office space, demonstrating no demand for its retention in line with Policies DM17 and E1, combined with paragraph 65 of the Framework removing the need for an affordable housing contribution from this non-major development.

The minor conflict with CS Policies CS10 and DM15 regarding affordable housing was outweighed by paragraph 65 of the Framework, such that the proposal accorded with the development plan taken as a whole and no other material considerations outweighed that finding.
