What decided it
The harm to the significance of the Grade II listed building, which would not be outweighed by the public benefits of providing a single additional dwelling, combined with unacceptable living conditions for future occupants and neighbours.
The less than substantial harm to the listed building's significance, given considerable weight, was not outweighed by the limited public benefits of housing delivery and economic/social benefits from a single dwelling conversion, particularly where the building's continued viable use was not dependent on the proposal.
