What decided it

The recharacterisation of the two garages as buildings designed to accommodate a hobby (classic car collecting) rather than purely domestic vehicle storage, combined with their scale being proportionate to the large dwelling and grounds, brought them within the scope of buildings incidental to the dwellinghouse under Class E.
