What decided it
The proposal would cause less-than-substantial harm to the setting of a Grade II listed building, and the modest housing benefits of two dwellings were insufficient to outweigh this heritage harm, particularly where paragraph 11(d)(i) of the Framework provides a clear reason for refusal based on heritage asset protection.
The modest public benefits of increased housing choice and self-build opportunities from two dwellings were outweighed by the less-than-substantial harm to the setting of the Grade II listed building and the harmful effect on the character and appearance of the countryside.
