The significant positive weight given to housing delivery and avoiding development of other land was outweighed by the adverse impacts of locating an intensive residential use in an unsustainable location with undemonstrated effects on neighbouring amenity and parking, such that the adverse impacts significantly and demonstrably outweighed the benefits.
