What decided it

The retention of the dropped kerb would significantly compromise highway safety due to high traffic volumes, restricted visibility, and the likelihood of pedestrians using it as an established crossing point, and the installed fence unacceptably harms the character and appearance of the area through its large scale, uniform appearance, and harsh boundary treatment.
