The proposal would have a likely significant adverse effect on the integrity of European Sites and cannot be granted permission in principle as habitats development under Article 5B(1) of the Permission in Principle Order.

The limited social, economic and environmental benefits of delivering one self-build dwelling do not outweigh the harm to European Sites and conflict with the development plan spatial strategy, and the presumption in favour of sustainable development does not apply because habitats sites are protected assets under paragraph 11(d)ii of the Framework.
