What decided it
The unacceptable level of harm to the character and appearance of the conservation area caused by the number and treatment of new openings, which would conflict with heritage protection policies that provide a clear reason for refusal under NPPF paragraph 11(d) notwithstanding the absence of a five-year housing land supply.
The less-than-substantial harm to the conservation area and heritage asset was not outweighed by the private benefit of the building's longevity, and the heritage protection policies provided a clear reason for refusal that engaged the exception to the presumption in favour of sustainable development.
