The harm to the character of the area and the landscape and scenic beauty of the North Wessex Downs National Landscape, to which great weight must be afforded, outweighs the moderate benefits of housing delivery and local economic contribution.

The moderate benefits of delivering 2 dwellings and meeting identified housing need were outweighed by the great weight afforded to harm to the National Landscape, with the protective policies in the Framework providing a strong reason for refusal under paragraph 11d)
