What decided it

The harmful impacts on the High Weald National Landscape and the setting of the listed building, to which great weight must be given, are not outweighed by the limited benefits of a single dwelling.

The modest benefits of housing delivery and economic activity do not outweigh the significant harm to the spatial housing strategy, the character and appearance of the National Landscape, and the less than substantial but considerable harm to the setting of the listed building.
