What decided it

The less-than-substantial harm to the heritage significance of the Spring Grove Conservation Area resulting from the demolition of the non-designated heritage asset and the incongruous replacement building, to which the Framework directs great weight, was not outweighed by the modest housing and economic benefits of the proposal.

The less-than-substantial harm to the heritage significance of the conservation area and the loss of the non-designated heritage asset, together with harm to neighbours' living conditions, housing mix, trees, biodiversity net gain and carbon emissions, outweighed the benefits of five additional residential units and limited economic activity, resulting in dismissal of the appeal.
