What decided it

The absence of a site-specific flood risk assessment and insufficient information on drainage and foul sewage disposal prevented proper assessment of flood safety and effects on the River Nar SSSI, both of which represent strong reasons for refusal that outweigh the modest housing benefits.

The modest housing supply benefits and limited economic and social benefits were outweighed by substantial harm to flood risk and SSSI integrity, both protected areas under the Framework, bringing the proposal into conflict with the development plan as a whole.
