The harm to the character and appearance of the Conservation Area and the setting and significance of the listed building, which the Inspector afforded great weight, could not be outweighed by the public benefits of the scheme.
The significant public benefits of one additional dwelling unit, economic advantages, improved visibility, and biodiversity net gain were insufficient to outweigh the great weight afforded to the less than substantial but considerable harm to the designated heritage assets.
