The lawful C4 HMO use was lost through a material change of use to C3 dwellinghouse during the period October 2019 to August 2021 when the property was occupied by no more than two persons, and the subsequent reversion to C4 use in September 2021 occurred after the Article 4 Direction had taken effect and therefore did not benefit from permitted development rights.
