What decided it
The absence of sufficiently detailed information and clear justification for the replacement of single glazing with vacuum glazed units, which would harm the special architectural interest of the listed building, combined with the failure to provide acceptable living conditions due to inadequate kitchen facilities and poor light/outlook to Bedroom 4.
The less than substantial harm to the listed building at the lower end of that spectrum, and the harm to living conditions, were not outweighed by the public benefits of bringing the building into active use, environmental and housing benefits, which collectively carried significant positive weight but could not overcome the identified harms and absence of detailed information.
