What decided it

The cabin would be eye-catching and incongruous in an otherwise visibly undeveloped area extending into the landholding, disrupting the deep sense of rurality, quietude and tranquillity of the High Weald National Landscape, and this harm outweighed the modest economic benefits of the proposal.

The economic benefits of the scheme, including support for the appellant's tourism business and local economic activity, were outweighed by the identified harm to the character and appearance of the High Weald National Landscape, to which the Framework requires great weight to be given.
