What decided it

The removal of the front boundary hedge and conversion to hard-surfaced parking would unacceptably harm the special character of the conservation area by removing features specifically identified in the Conservation Area Appraisal as important to retain, with insufficient public benefits to outweigh this less than substantial harm.
