The moderate benefits of a single dwelling, including housing delivery, energy efficiency, biodiversity gain and economic benefits, were significantly and demonstrably outweighed by the significant harm to the veteran beech tree, which drew the proposal into conflict with paragraph 193c of the Framework and meant the presumption in favour of sustainable development did not apply.
