Main issues, as the Inspector framed them
- whether the proposal would provide a suitable mix of housing to meet the needs of the Borough
- the effect of the proposal on the character and appearance of the area with particular regard to the Town Centre Conservation Area
- whether the proposal would provide suitable living conditions for future occupiers of the proposed flats
What decided it
The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance under paragraph 11d)ii of the Framework, and the moderate weight given to housing delivery benefits outweighed the limited weight attached to the housing mix conflict.
The benefits of delivering four dwellings (moderate weight) and limited economic benefits outweighed the limited adverse impacts of the housing mix conflict, with suitable living conditions and preservation of the conservation area treated as neutral as they are to be expected of any well-designed development.
