What decided it
The site's location outside any settlement boundary in open countryside, its poor accessibility to services and facilities without reliance on private cars, and the harmful effect of infilling a vital gap on the semi-rural character of the area outweigh the limited housing benefit when the tilted balance is applied.
The limited but positive contribution to housing supply was outweighed by the adverse impacts of locational unsuitability and harm to character and appearance when assessed against the policies in the Framework taken as a whole, such that the presumption in favour of sustainable development did not apply.
