What decided it

The Council's inability to demonstrate a five-year housing land supply, combined with the clear need for specialist Class C2 accommodation and the public benefits of the scheme, outweighed the less than substantial harm to listed building settings and the total loss of the non-designated heritage asset.

The less than substantial harm to the settings of two listed buildings and the total loss of significance of the non-designated heritage asset were outweighed by the significant positive weight given to Class C2 accommodation provision on previously-developed land in the context of a shortfall in housing land supply, the moderate weight given to meeting specialist accommodation need, the biodiversity net gain, and job creation, such that planning permission should be granted under paragraph 11(d)(ii) of the Framework.
