What decided it
The appeal site does not constitute sensitive infilling or rounding off of the hamlet cluster as required by Policy HOU 05, representing instead an outward expansion on the periphery, and the location would result in high car dependency contrary to the Framework's sustainability aims.
The substantial harm from policy conflict and unsuitability of location, weighed against the limited benefits of one additional dwelling and minor socio-economic benefits, significantly and demonstrably outweighs the benefits when assessed against the Framework as a whole, such that the presumption in favour of sustainable development does not apply.
