The appellant failed to provide substantive evidence through the flood risk assessment that the proposed layout, design and mitigation measures would ensure future occupiers would remain safe for the lifetime of the development, and therefore the sequential test could not be dispensed with.
The benefits of housing delivery and economic contribution were outweighed by the strong reason for refusal provided by the Framework's flood risk protection policies, which apply even where housing land supply is deficient.
