The loss of traditional lath and plaster wall lining and associated historic fabric, characterised as less than substantial harm but of considerable importance and weight, could not be justified by the marginal public benefits of improved energy efficiency and thermal performance.

The less than substantial harm to the significance of the listed building, given considerable importance and weight under paragraph 212 of the Framework, outweighed the marginal public benefits of improved thermal performance and reduced energy bills, which attracted only moderate weight.
