What decided it

The proposed roof terraces, particularly the substantial front terrace, would introduce visual clutter and increased activity at roof level that would erode the Conservation Area's tranquil character and cause undue noise disturbance to neighbours, with public benefits insufficient to outweigh the heritage harm.
