What decided it
The Council's inability to demonstrate a five-year housing land supply, which triggered the tilted balance under paragraph 11(d) of the Framework, combined with the absence of unacceptable harm to living conditions, meant the benefits of housing delivery outweighed any policy conflict.
The benefits of delivering 38 dwellings and making a meaningful contribution towards the shortfall in housing supply, furthering the Government's objective to significantly boost the supply of homes, outweighed any harm arising from conflict with policies relating to the location of residential development
