The adverse impacts of locating development in unsustainable countryside significantly and demonstrably outweigh the cumulative limited benefits of a single dwelling, even when considering the Framework objective of boosting housing supply and the Council's shortfall in five-year housing land supply, such that the presumption in favour of sustainable development does not apply.
