What decided it

The harm to character and appearance and unacceptable living conditions for future occupiers, which conflict with paragraph 135 of the Framework, significantly and demonstrably outweighed the moderate benefits of providing one additional dwelling in a context of housing land supply shortfall.

The moderate benefits of economic and social benefits, efficient use of land and contribution to housing supply were significantly and demonstrably outweighed by the significant harm to character and appearance and unacceptable living conditions for future occupiers.
