What decided it

The great weight attributable to conserving the National Park landscape and the NECA heritage asset outweighed the limited public benefits and weak fallback position put forward by the appellant.

The little/limited weight benefits from potential agricultural or holiday-accommodation use, previously developed land, and a weak fallback position were outweighed by the great weight given to conserving the heritage asset and the landscape and scenic beauty of the National Park, so planning permission was refused.
