The unacceptable adverse effect on highway safety arising from the intensified use of a substandard access with inadequate visibility splays, which cannot be satisfactorily mitigated and is afforded determinative weight under paragraph 116 of the Framework, significantly and demonstrably outweighs the benefits of housing delivery.

The significant benefits of housing delivery in an area with chronic shortfall (0.87 years supply) and effective use of land were outweighed by the determinative weight afforded to the unacceptable highway safety risk that cannot be mitigated.
