What decided it
The harm to the Green Belt by reason of inappropriateness and the harm to character and appearance are not clearly outweighed by the housing benefit, and the Green Belt policies provide a strong reason to refuse the development under NPPF paragraph 11(d).
The significant weight attributed to the provision of an additional unit of residential accommodation does not clearly outweigh the substantial harm to the Green Belt by reason of inappropriateness and the harm to character and appearance, therefore very special circumstances do not exist.
