The unacceptable risk to pedestrian safety created by additional vehicle movements through the narrow access with restricted visibility, which cannot be satisfactorily mitigated and conflicts with development plan policy, outweighs the modest housing benefits in the planning balance.
The substantial harm to highway safety, to which substantial weight was attached, significantly and demonstrably outweighs the limited benefits of modest housing supply and economic benefits in a sustainable location, such that the scheme would not be sustainable development within the Framework.
