What decided it
The unreliable trip generation forecasts combined with the absence of a detailed, deliverable highways improvement scheme meant the Inspector could not be confident that safe access would be achieved, and HGVs could take any route through villages with incomplete footpaths and sensitive receptors, creating unacceptable highway safety risks.
