The absence of a secured financial contribution towards mitigation of recreational pressure on habitats sites provided a strong reason for refusal under NPPF paragraph 11(d)(i), preventing the presumption in favour of sustainable development from applying despite the Council's inability to demonstrate a five-year housing supply.

The benefits of housing supply and economic advantages (moderate weight) were outweighed by the site's unsuitability for development due to poor accessibility and location outside the settlement boundary, unacceptable effects on character and appearance (significant weight), and the strong reason for refusal relating to habitats sites (substantial weight), resulting in dismissal.
