What decided it
The significant harm to the character and appearance of the area caused by the introduction of backland development at odds with the established linear pattern of development, which when weighed against the housing benefits and other considerations, resulted in adverse impacts significantly and demonstrably outweighing the benefits under NPPF paragraph 11(d)(ii).
The considerable weight given to housing delivery and moderate weight to play facilities and economic benefits were outweighed by the significant weight attributed to harm to character and appearance, moderate weight to inadequately secured affordable housing, and minor weight to unresolved BNG monitoring obligations, resulting in adverse impacts significantly and demonstrably outweighing the benefits.
