What decided it

The finding that the appeal site constituted grey belt land meeting all the criteria in Framework paragraph 155 (including the Golden Rules), meaning the development was not inappropriate development in the Green Belt.

As the proposal was found not to be inappropriate development in the Green Belt, no Green Belt harm arose requiring very special circumstances; the substantial benefit of 50% affordable housing together with other mitigating obligations meant the proposal accorded with the development plan and should be approved without delay.
