What decided it

The failure to demonstrate that occupiers would remain safe from surface water flood risk for the lifetime of the development and the absence of a proper sequential test showing no lower-risk alternative sites were available.

The modest benefits of housing delivery and economic gain were outweighed by the significant conflict with flood risk policies which provided a strong reason for refusal under the tilted balance.
